Recently, the "International Cross-border E-commerce Trade Talent Training Base" was established in Shanghai. This news was announced at the "Second China International Cross-border E-commerce Development Summit Forum" during the recent China International Import Expo (CIIE). After the forum, Red Star News reporter interviewed Shen Yuehua, secretary-general of the Cross-border E-commerce Committee of the China Chamber of E-commerce. She said that next year, the base will recruit and train 100 talents from developing countries.

Recently, the "International Cross-border E-commerce Trade Talent Training Base" has been established in Shanghai. This news was announced at the "Second China International Cross-border E-commerce Development Summit Forum" during the recent CIIE. After the meeting, a Red Star News reporter interviewed Shen Yuehua, secretary-general of the China Chamber of E-commerce Cross-border E-commerce Committee. She said that next year, the base will recruit 100 talents from developing countries for training.
The biggest highlight of this forum was the signing of a memorandum of cooperation between the China Chamber of E-commerce and the United Nations International Trade Centre. Among the agreed items in the bilateral memorandum of cooperation, the "International Cross-border E-commerce Trade Talent Training Base" will be located in Shanghai's Minhang District, and will be primarily supported by the Shanghai Minhang District People's Government and the Shanghai Hongqiao Business District Management Committee. The purpose of this training program is mainly to help developing countries use e-commerce to participate in international trade. In the future, similar international cooperation and exchanges, and talent cultivation will become regular and ongoing activities for both parties.
Shen Yuehua introduced the current situation of the plan to the Red Star News reporter. She said that the project is a free "aid plan" aimed at supporting cross-border e-commerce talents in developing and underdeveloped regions. It is initially set that talents will come from developing countries involved in the "Belt and Road" initiative, and applications from developed regions will not be accepted for the time being.
Among them, 80% of the people need to have work experience, and student applications are also accepted. "They don't necessarily need cross-border e-commerce experience; as long as they are interested and want to work in this field, they are welcome." Shen Yuehua emphasized that the project also has certain requirements for English proficiency.
She said that the project is planned to start in 2020, with 100 people planned for the first batch of training. "Cross-border e-commerce training is relatively practical. These 100 people will come to China for a study period of six months to a year. We will adopt a school curriculum + enterprise platform operation model." Shen Yuehua introduced that cross-border courses will be taught by university teachers, as well as some entrepreneurs and specialized training institutions.
Specific implementation measures for the plan will be released next month. Shen Yuehua introduced that next month they will convene dozens of schools interested in the project, as well as representatives from globally renowned e-commerce platforms, including Alibaba, eBay, and Southeast Asia's Shopee, to jointly discuss the implementation details.
We will determine relevant training standards, such as textbook standards, class hours, and who is responsible, as well as the study period." Shen Yuehua introduced that the thresholds for participating enterprises and talents will also be confirmed.
At that time, after the relevant standards are confirmed, the United Nations International Trade Centre's website will post a link, and those who meet the basic conditions will be given an interview opportunity.
 
Shen Yuehua and her colleagues believe that the signing of the memorandum of cooperation project has established a platform for talent cultivation and exchange. The establishment of the platform also provides opportunities for foreign friends to come to China and see China's development.
Red Star News reporter learned that in April 2020, the China Chamber of E-commerce will once again organize Chinese enterprises to attend the sixth United Nations Conference on Trade and Development E-commerce Week. At that time, the 2020 Global Cross-border E-commerce International Dialogue Summit will be held at the United Nations Palace in Geneva, and further news on the talent cultivation plan will be released at the meeting. At the same time, China will also discuss further cooperation issues with representatives from different countries.
 
China's e-commerce strength is so powerful that it attracts the world's attention.
"In 2018, China's e-commerce had a transaction volume of US\$60 billion, and 80% of Chinese people are using mobile payments, while the US share is only 30%. You can see the huge gap between them. This is a very unique aspect of China, and this is why I believe China is one of the global leaders in e-commerce." Saeed, Senior Trade Policy Advisor at the United Nations International Trade Centre, affirmed China's e-commerce strength. At the same time, his colleague also revealed that the United Nations International Trade Centre will also cooperate with leading institutions such as the China Chamber of E-commerce, Alibaba, eBay, and DHL to help SMEs in developing countries utilize global platforms and resources to enter the international market.
"China does the best in the field of cross-border e-commerce, which is almost universally recognized." Shen Yuehua said that this makes the talent plan easy to promote in developing countries. On the other hand, the exchange between international talents also provides more data sources for the formulation of industry rules.
This is also the first international cross-border e-commerce talent training base. "This can promote international exchanges, and exchanges can only be achieved through mutual visits between talents.
Where will these 100 talents go after the training program ends? Shen Yuehua said that they consider that during the training period, the cultivation of talents should be related to the cross-border e-commerce field of their own country.
"If they come from Africa, the company internship arranged for them will definitely be related to the African market." Shen Yuehua said that after the program, these talents can choose to stay in the employing unit for employment or return to their own country to start businesses or find employment.
Both choices are beneficial to promoting the development of the international cross-border e-commerce field. "Staying is a good choice; we can have better talents domestically. If they go back to start businesses, they will also be upstream and downstream relationships or partners with us."
"Cultivating more professional cross-border e-commerce trade talents as soon as possible" is considered a top priority. Wang Ning, president of the China Chamber of E-commerce, put forward "four as soon as possible" development suggestions on "how to promote the development of global cross-border e-commerce trade": First, to quickly study and formulate basic rules for the facilitation of global cross-border e-commerce trade; second, to quickly improve the standard system construction of cross-border e-commerce, including quality certification standards, transactions, taxation, training, and credit standards; third, to quickly formulate unified global cross-border e-commerce tax rates and customs clearance rules; fourth, to quickly cultivate more professional cross-border e-commerce trade talents. Only by completing these relevant common rules can global cross-border e-commerce develop faster, global consumers can truly enjoy the convenience and benefits brought to them by cross-border e-commerce, and more developing countries can enjoy real benefits."
Shanghai Hongqiao has undertaken a new mission of developing international cross-border e-commerce. Recently, Shanghai has specially formulated the "Action Plan on Accelerating the Construction of the Hongqiao Business District and Building an International Open Hub", further clarifying the work measures for building new retail and cross-national procurement new formats and industrial chains in the Hongqiao Business District for cross-border e-commerce.
According to Jin Guojun, deputy director of the Shanghai Hongqiao Business District Management Committee, the Hongqiao Business District will also be the main carrier area for the aggregation of Shanghai's digital trade cross-border services and the digital trade port. In the future, we will undertake the new mission and tasks of building the Hongqiao International Open Hub, building an international central business district and a new international trade platform, and focusing on cultivating new trade formats represented by digital trade, technology trade, port trade, and e-commerce.
